On August 3, the Canada Border Services Agency (CBSA) terminated its investigation and made a decision on the tariffs on upholstered seats imported from China and Vietnam. Upholstered furniture imported from China and Vietnam will be subject to anti-dumping duties of 188% and 179.5% respectively.

In addition, 32 Chinese manufacturers will be levied anti-dumping duties at separate rates ranging from 9.3% to 102.1%; 8 Vietnamese manufacturers will be levied at separate rates ranging from 9.9% to 179.5%. In addition, the upholstered seats of three furniture companies are also subject to tariffs.

CBSA lowered anti-dumping duties on China and Vietnam, and added several companies that impose separate tax rates. However, the CBSA' s final decision only drafted the value of the countervailing duty. The final decision of this value lies with another agency, the Canadian International Trade Tribunal (CITT).

CITT will continue to investigate the losses caused by upholstered furniture imported by China and Vietnam to the local industry, and will make a final ruling on September 2, which may change the value of countervailing duties and total tariffs.

If the final total tariff is based on the current CBSA value, the higher countervailing duty paid during the CITT investigation process will be refunded. The current tentative tariffs will continue to be applied to the imported target goods until the day the CITT issues an order or ruling.
