To comprehensively disseminate education on control and prevention of COVID-19 globally, based on the latest authoritative materials from China CDC, the World Health Organization and related periodicals -- with first-hand information from China, China CDC has organized experts and translators to develop the set of color publicity manuals containing FAQs regarding control and prevention of the epidemic(www.chinacdc.cn/en/COVID19). The compilation consists of such chapters as General Questions, Maternal and Child Health, Personal and Other Types of Protection, Diagnosis and Treatment. The manual, in a Q&A format, clarifies principal concerns of the general public in a systematic and focused manner, and has different color sketches tailored to African, ASEAN and South Asian countries, and is applicable for use by medical professionals and the general public alike. It can also be downloaded from the website to be circulated, or printed for distribution by Chinese embassies and consulates abroad, public health institutions of countries in Africa and other continents, foreign counterparts and the general public. At the same time, the manuals can also serve as materials to be used by Chinese experts when they go abroad for exchanges and training programs.

    Tunable white lighting in the classroom: The new ROI is ROO

    Throughout the past few years, we at LEDs Magazine have seen more solid-state lighting (SSL) product development targeted at educational environments. School officials, especially in the public-school arena, must manage strict budgets and plan strategically to obtain the best return on investment (ROI) possible, so the potential financial implications are important factors — first, the cost of premium equipment and installation, but then balanced against the possible payback due to energy efficiency initiatives and less maintenance. One consideration beyond the established cost reductions of SSL in institutional buildings such as schools is the possible impact of tunable white lighting in the classroom. Naturally, dimmability and other controls features such as granularity of color temperature can be customized to various classroom tasks and increase visual acuity. But what’s becoming even more appealing to educational administrators is the ability to influence less “visible” factors in the classroom, such as mood, behavior, and concentration. Strategies in Light, co-located with The LED Show and Lightspace California, will draw more attention to so-called human-centric lighting applications as this, also known as lighting for health and wellbeing. One such presentation, “Lighting for pupils…Tunable white lighting in the classroom and the new ROI,” by Tricia Foster of Acuity Brands Lighting and Catherine Hollenshead of Estes, McClure & Associates (EMA), will feature a case study on a Texas school district’s first-hand experience using tunable white lighting in several classrooms. Here the speakers give a glimpse into the new classroom experience.     CIE Research Strategy in Metrology for Advanced Photometric and Radiometric Devices

    Photometric devices are devices that measure optical radiation and which are designed with a very specific spectral response. Most commonly, illuminance meters and luminance meters are used to measure the illuminance and luminance distributions in the field. These are relatively simple devices, characterized by a specific input optics according to the required task and a filter to make the spectral response of the instrument match the spectral luminous efficiency function of the human eye (typically V(λ) for photopic vision).

    NEMA Calls on Secretary of Energy to Complete Rulemaking for General Service Lamps

    ROSSLYN, Va.—The National Electrical Manufacturers Association (NEMA) has formally requested that the Secretary of Energy complete a rulemaking for general service lamps (light bulbs) that Congress required in the Energy Independence and Security Act of 2007 (EISA-2007). The Department of Energy (DOE) began the rulemaking in December 2013 and published two rules on January 19, 2017, addressing only one of the issues that Congress required for the rulemaking. These rules did not address the key issue on which Congress required DOE to act: whether or not standards for general service incandescent lamps should be amended to be more stringent than the standards for those lamps that Congress enacted in EISA-2007. Nor did the rules address robust standards for light-emitting diode (LED) lamps that were originally proposed by DOE in 2016.

    SIL Tracks Send Strong Signals About Lighting Prospects

    In no uncertain terms, the LED has been labeled a “disruptive” technology by many researchers and industry representatives. Indeed, it is and has been the overarching theme of the Strategies in Light (SIL) conference program and associated events since the first SIL conference in 2000. The lighting industry has been steadily marching beyond the LED component to the capabilities of digitally-controllable solid-state lighting (SSL), which can now be connected to other devices and to networks and the broader Internet — in what we know as the Internet of Things (IoT). Players in the SSL market are thinking outside of the light source and looking toward a disruptive service and business model, and to enabling emerging applications. There is no better way to illustrate the themes of the three 2018 Strategies in Light conference tracks than to begin with the words of conference advisory board members.
